In its 2022 Revue nationale stratégique (RNS), France raised influence to the rank of strategic priority. The previous RNS, published in 2017, had already been revised in 2021 to specify France's strategic priorities for 2030; but the tensions observed in 2022 prompted its early revision.

Influence is a major issue in international relations. State and private players became painfully aware of this with the start of the war in the Donbass in 2014, and then with the Cambridge Analytica affair in 2016. Since then, the significance of this theme has only grown, and it has become inescapable with the information war observed from the invasion of Ukraine in February 2022, the informational sphere being a significant conflictual issue there.
